Abstract:

 

This review analyzes the negative impacts that can result from humanitarian responses to crisis situations.  The author surveys the limited literature that addresses this issue and notes that adverse effects can include short-term political effects, long-term development effects, and economic effects. He concludes with recommendations for further research.
