Abstract:

The aim of this review is to examine how humanitarian agencies currently measure the impact of their health interventions during emergencies.  The paper first considers the impact of humanitarian assistance, then presents a theoretical model for measuring impact, which considers "the strength of the evidence suggesting causation between the intervention and the change in health status, the validity of a baseline of comparison, and the validity of the indicator employed."  Thirty-four references are listed.
