Abstract:

 

The aim of this handbook is to promote enhanced quality of assistance provided in emergency situations and to ensure greater accountability within the humanitarian system.  The handbook begins with a presentation of the humanitarian charter, a series of principles derived from international human rights, humanitarian and refugee law, as well as the Red Cross/Red Crescent Code of Conduct (relevant sections of these instruments are reproduced in the annexes).  These provide the framework for the standards of humanitarian assistance described in the book.  The remaining five chapters spell out the minimum standards for the delivery of humanitarian assistance in the following sectors: all sectors; water, sanitation and hygiene promotion; food security, nutrition and food aid; shelter, settlement and non-food items; and health services.  The handbook has been translated into a number of languages, including Arabic, French, Russian, and Spanish.
