Abstract:
The purpose of this manual is to provide advice and guidance to national authorities who are preparing legislation and policy to address internal displacement in their countries. Sixteen chapters are organized in three parts which cover general considerations (such as background on the Guiding Principles on Internal Displacement), protection from displacement, and protection during and after displacement. The third part comprises the bulk of the manual, with chapters focusing on basic needs, documentation, property, electoral rights, and other issues. Four annexes reproduce the Guiding Principles; provide an index to the Manual by Guiding Principle; present a summary of "Minimum Essential Elements of State Regulation"; and list further reading. A subject index is also included.
