Abstract:

 

This paper, along with several others, was commissioned by the UN High Commissioner for Refugees as part of the organization's effort to update its guidelines on educational assistance. The author provides a state of the art review of educational responses to the needs of children and adolescents displaced by conflict.  She begins her discussion by reviewing the benefits of providing education in emergency settings and the basic principles for doing so.  She next examines recent emergencies to determine the extent to which these principles were applied.  The author moves on to consideration of the most effective approaches for ensuring preparedness, focusing particularly on the debate surrounding education kits.  She ends with a discussion of international consensus and cooperation on education in emergencies, and what is needed to achieve it.  Over 100 references are listed.
