Abstract:

This paper, along with several others, was commissioned by the UN High Commissioner for Refugees as part of the organization's effort to update its guidelines on educational assistance.  The author reviews research on improving school quality in developing countries in order to identify relevant strategies for enhancing refugee education.  He begins with an overview of this research and what factors can be drawn from it.  Next, he presents one approach for improving school quality and attainment.  The author concludes with four lessons for refugee education gleaned from the reviewed research.  Twenty-six references are listed.
