Abstract:

 

The upheavals that have occurred in the Horn of Africa have produced a complicated set of events to analyze.  The aim of this report is to highlight the major themes and central issues of concern that emerged from a review of the relevant literature.  The discussion is divided into four chapters, as follows: causes of the Somali refugee problem; relief assistance; refugees and development in Somalia; and 1988-1994: refugee flows and repatriation policies.  The authors conclude with recommendations for future research.  Approximately 250 references.
