Mehta, Lyla, and Jaideep Gupte. 2003. Whose Needs are Right? Refugees, Oustees and the Challenges of Rights-Based Approaches in Forced Migration. Brighton: Development Research Centre on Migration, Globalisation and Poverty.

Abstract:

The focus of this review is literature that approaches displacement issues from a human rights perspective as opposed to a relief or assistance perspective.  The authors begin with definitions of the terms "refugee" and "oustee," and an explanation for why studies of these forced migrants historically have not overlapped.  They continue with a critique of the needs-based approach and current settlement schemes, an examination of the rights-based approach and its advantages, a discussion of coping strategies and resistance movements, and an outline of the universal human rights framework.  The review concludes with recommendations for future research in this area.  A search methodology is not provided.  Over 100 references are included.
