Abstract:

This review is based on UNHCR documents and staff interviews.  Its aim is to enhance UNHCR's understanding of how it can best cater to the needs of the increasing numbers of displaced persons in urban areas.  The review begins with definitions, then continues with a profile of returnees to urban areas and looks at the challenges they face.  Subsequent chapters focus on UNHCR's operational response and its implementation.  Three case studies are presented on Liberia, Sudan and Afghanistan.  Over 50 references are listed in the bibliography.
