Abstract:

 

This review investigates what the barriers are to accessing primary education in conflict-affected fragile states.  The author organizes the review around three types of barriers: "under-investment in education," "exclusion from education based on individual- and group level characteristics," and "systemic discrimination in policies and practices."  She continues with possible solutions and directions for future research. Over 170 references are included.
