Abstract:

 

Education is one of the highest priorities for refugee communities.  Yet, to date, the UN High Commissioner for Refugees (UNHCR) has not demonstrated its commitment to delivering quality education to refugee children.  "This study was commissioned by UNHCR’s Policy Development and Evaluation Service (PDES) in an attempt to chart a way forward for policy and programming in refugee education" (p. 10).  Chapters explore the history of refugee education, what is known about refugee education in terms of access, quality, and protection, and the challenges confronting refugee education.  The last chapter frames recommendations around the concept of education as a durable solution.  Close to 200 references are included.
