Abstract:

 

The aim of this Handbook is to guide parliamentarians in developing the necessary legislative framework to better assist and protect internally displaced persons. Part one introduces the "Foundations of Legislative Action," Part two addresses "The Parliamentarian's Role as Lawmaker," while Part three examines "The Parliamentarian's Role as Political Leader."  A number of useful resources are also listed, while two key texts are reproduced in the Annexes: The Guiding Principles on Internal Displacement and the African Union Convention for the Protection and Assistance of Internally Displaced Persons in Africa (Kampala Convention).  Other language editions are available in French, Georgian and Portuguese.
