Abstract:
This report reviews "what is known and has been disseminated about the multi-faceted rebuilding process itself, as well as the international and local capacities to define and implement appropriate and effective rebuilding strategies" (p. 4). The authors begin by summarizing the work of certain projects that focus on post-conflict reconstruction or that promote longer-term development during the relief phase of emergencies. Subsequent chapters examine the rebuilding process from the following specific perspectives: international organizational capacities; reforming security structures; political rebuilding; economic rebuilding; and social rebuilding, local empowerment and capacity building. Approximately 115 references are listed in the bibliography.
