Abstract:

 

The purpose of this handbook is to provide guidance on the international legal standards that pertain to Palestinian refugees when they are outside the Arab world and seeking protection in third countries.  The first two chapters review the history of the Palestinian refugee situation and describe the initial framework established by the United Nations for their protection and assistance.  The next two chapters examine the protection mechanisms set out in international instruments, particularly the 1951 Convention relating to the Status of Refugees and the 1954 Convention relating to the Status of Stateless Persons.  Chapters five and six focus on the national policies of 23 non-Arab countries for providing protection to Palestinian refugees under these instruments.  The concluding chapter provides recommendations for addressing existing protection gaps and strategies to improve protection for Palestinian refugees around the world.  Nine appendices reproduce relevant official documents.  A glossary defines key legal terms referenced in the text.
