Abstract:

 

The author begins with an introduction to and analysis of the debate regarding "linking disaster relief with development," or LRD.  Disaster relief tends to be short-term while development aid is long-term.  However, because disasters often result from or can exacerbate ongoing development problems, some argue that greater linkages between the two relief systems should be promoted in the form of developmental relief.  The bibliography, which begins on p. 20, describes some of the key literature that addresses this debate.  The 20 references are annotated and organized by author.
