Abstract:

This handbook was prepared to help translate the concept of "development assistance for refugees" programmes into reality.  It provides strategies based on lessons learned in the field and research into development planning and programming.  The first two parts consist of five "how-to" modules for planning, implementing, monitoring and evaluating DAR programmes.  The appendix highlights a variety of tools that can be used for planning and assessment purposes.  A fairly extensive glossary is also included. A French version is available.
