Abstract:

 

This report looks at humanitarian assistance and conflict and the role the former can play in mitigating the latter.  It focuses particularly on the experiences of Norwegian NGOs.  After introducing the study and its objectives, the authors begin with a summary of the principal schools of thought regarding the relationship between humanitarian assistance and conflict.  They continue with a systematic review of the literature that is organized by type of humanitarian activity: (1) Provision of relief and related forms of humanitarian presence; (2) Protected areas (non-military); (3) Human rights promotion and monitoring; and (4) Confidence-building measures.  Next, the authors provide an analysis of more specific organizational experiences with the same types of humanitarian activities reviewed above, based on interviews conducted with Norwegian NGOs.  Their conclusions include an assessment of the true "state of the art" in this area.  Over 130 references are listed.
