Abstract:

 

The objective of this review is to identify the key themes that have emerged in debates relating to the effectiveness of humanitarian action taken in the principal "complex political emergencies" (CPEs) of the 1990s.  The author begins with a discussion of the various humanitarian terms that are often used interchangeably but can convey different meanings to different audiences.  Part one considers the global context for CPEs, humanitarian intervention, and attempts to manage the security risks associated with intervention.  Part two examines the negative impact of humanitarian assistance.  The bibliography forms the third part of the paper; it highlights political science titles published primarily in 1997 and 1998.  Most are in English, a reflection of what is available rather than author choice.  References are organized both thematically and alphabetically.
