Abstract:
Impact assessment is defined as "The systematic analysis of the lasting or significant changes - positive or negative, intended or not - in people's lives brought about by a given action or series of actions." Impact assessment of humanitarian assistance projects is rarely undertaken, yet there is wide recognition that it needs to be better understood. This review summarizes current thinking of this aspect of project evaluation. It considers the issues and challenges associated with impact assessment from both a methodological and organizational perspective. It then focuses on the development of the Participatory Impact Assessment (PIA) methodology and its implementation. Approximately 135 references are listed.
