Abstract:

 

This literature review forms part of the final report for an ECHO-funded research project that aimed to bridge the gap between refugee and resettlement research and between displacement versus reconstruction strategies.  In addition to a review of the literature, field research was undertaken in the Balkans and the Middle East.  Despite language difficulties which at times can impede a reader's understanding of the narrative, the literature review is useful for its scope and its summary of key topics and issues in the forced migration field.  While a section of the review is titled "methodology," the writers do not provide details of their search approach.  They begin with an introduction to the humanitarian system, provide an overview of forced migration situations, examine refugee settlement, consider the limitations of refugee repatriation as a durable solution, analyze the debate surrounding the relief to development continuum, and finally, discuss the merits of the "impoverishment risks and reconstruction (IRR) model," developed by Michael M. Cernea, for "restoring the livelihoods of the displaced."  The bibliography is quite extensive, with over 400 references listed.
