Abstract:

This report undertook a state of the art review to investigate how best to measure and analyze the impact of humanitarian aid.  The authors begin with a discussion of definitions and indicators, and place the greater interest in impact analysis in context.  The third chapter looks at methodological issues, while chapter four reviews the current approaches used in impact analysis, with particular attention paid to the health, food and nutrition sectors.  The report concludes that while current practice is weak, there is opportunity for improvement.  Approximately 130 references are listed.
