Abstract:

 

This study seeks to answer the question, why does impoverishment still occur after development-induced displacement given the availability of World Bank guidelines for avoiding this outcome?  Section one provides an overview of involuntary resettlement and an introduction to the aforementioned guidelines.  Section two highlights policy and research gaps.  Section three considers the impact of improved policy making.  Section four provides recommendations for minimizing poverty and promoting development.  The final section discusses good practices for development approaches to resettlement challenges.  Over 100 references are listed.
